Roanoke posts information on new stormwater utility fee

Roanoke is planning a new stormwater utility fee, and the city is now providing information that will help property owners estimate their monthly bills.

The city has been measuring the square footage of surfaces that cause runoff, including the footprints of buildings and their parking lots.

The city has completed the work for commercial properties. Soon the same information will be available for private homeowners.

It's not a difficult process, but with about 45000 parcels in the city it has taken time to estimate the size of surfaces that don't soak up the rain.

Phil Schirmer is the City Engineer. "And that's a tool to really let property owners go out look at their property and calculate what their monthly fee might be," Schirmer told WDBJ7. "We're also asking people to look at their property to see if we have missed something or miscoded something and if we have just let us know and if we have we'll get it corrected. "

Consider WDBJ7's Digital Broadcast Center as an example.

The city's GIS system shows that this property has 143,500 square feet of impervious surface, the areas like the roof and the parking lot that cause runoff.

The proposed monthly fee is 90 cents for 500 square feet of impervious surface. Divide the square footage by 500, and you get 287 billing units. Multiply that number by 90 cents and you get a monthly bill of $258.

Phil Schirmer says most homeowners will pay between $3 and $5 a month.

Information on residential properties will be posted the first week of October.
